This proposal is the first of two steps to wind down deprecated and previously off-boarded markets across BNB Chain, opBNB, Optimism, Unichain, Ethereum, Base, Arbitrum, and zkSync Era. Step 1 makes these markets non-economical to borrow and closes outstanding parameter gaps. Step 2, scheduled for the week of 29 June 2026, will set the liquidation threshold (LT) — and collateral factor — of these markets to 0, at which point any position still using them as collateral becomes eligible for liquidation.
Background
Two earlier proposals established the off-boarding of these markets: the Core deprecations on opBNB, Optimism, and Unichain together with the previously sunset isolated pools; and the May 2026 Risk Parameter Update — Asset Off-boarding (May 2026 Risk Parameter Update & Asset Off-boarding), which off-boarded a number of individually delisted assets in the BNB Chain, Ethereum, Base, and zkSync Era Core pools. Many of these assets have been delisted for years, and a number of legacy oracles are now approaching end-of-support for them; completing this wind-down now prevents any degradation to user experience as that oracle support is withdrawn. For all of these markets the collateral factor has already been reduced to zero, but reserve factors, interest rate models, and several residual supply/borrow caps and collateral factors were never fully aligned with a wound-down state. This proposal completes that alignment and sets the schedule for full removal.
Details
Step 1 — this proposal — applies to all 87 markets in scope:
- Reserve factors are set to 100%, so that no further supply interest accrues and remaining liquidity is encouraged to exit.
- Interest rate models are repointed to a deprecation curve designed to make borrowing non-economical: a flat 300% borrow APR at every utilization level up to a 45% kink, rising to a 500% maximum at full utilization. For example, a borrower in one of these markets at 50% utilization would pay approximately 354% APR, and at 80% utilization approximately 427%. At these rates, outstanding debt compounds quickly, strongly incentivizing repayment.
- Any remaining non-zero supply and borrow caps (20 markets) and the two markets still carrying a 5% collateral factor are set to zero, closing leftover gaps from the original off-boarding.
Step 2 — scheduled for the week of 29 June 2026, approximately two weeks after Step 1 executes — will set the collateral factor and liquidation threshold of every market in scope to zero, fully removing the collateral value of these assets.
Summary
If approved, this VIP will:
- Set reserve factors to 100% across the deprecated and off-boarded markets in scope.
- Repoint these markets to a deprecation interest rate model (a flat 300% borrow APR rising to a 500% maximum at full utilization).
- Set all remaining non-zero supply and borrow caps, and the two remaining 5% collateral factors, to zero.
- Constitute Step 1 of a two-step wind-down; Step 2, in the week of 29 June 2026, will set the collateral factors and liquidation thresholds of these markets to zero.
