This proposal retires the CriticalTimelock — Venus governance’s fastest execution route — across all eight mainnets, removing every power it currently holds.
Background
Venus runs governance actions through several timelock routes, each with its own delay. The CriticalTimelock is the fastest: a proposal sent through it executes in about 7 hours on BNB Chain (around 8 on the other chains). That speed also makes it the most attractive route for anyone trying to force through a malicious action.
A review across every mainnet found the Critical route to be redundant — everything it can do is also available through the protocol’s other governance routes, and emergency pause is held independently by the Guardian multisigs. Removing it therefore closes the fastest attack path without giving up any capability.
Summary
If approved, this proposal will:
- Remove every permission from the CriticalTimelock on all eight mainnets, retiring the Critical route. Nothing is transferred to a Guardian.
- Keep emergency pause and all other actions fully available through the existing Guardian multisigs and other governance routes.
- Clean up leftover, duplicate and non-standard permission entries on the access-control system, with no change to how the protocol behaves.
