[BNB Chain] List the Asseto CASH+ Fixed-Term Institutional Loan Vault

This proposal creates a Fixed Rate Vault on BNB Chain funding a 500,000 U loan to Asseto over a 30-day term at a 2.16% supplier APY, collateralized by CASH+, Asseto’s tokenized cash-management fund token. CASH+ is not a Venus market and cannot be supplied or borrowed anywhere else in the protocol.

The vault opens for a 7-day funding window, during which suppliers deposit U and receive a vault token recording what they put in. The rate is fixed for the whole 30-day term and interest accrues to suppliers for the full period. During the 3-day settlement window the borrower repays principal and interest, suppliers hand the token back to withdraw their deposit plus interest, and the collateral is released.

Each loan is isolated in its own vault and cannot draw on Core Pool liquidity. CASH+ does not trade on any open market — it can only be redeemed with its issuer — so a default is handled by a liquidator appointed in advance for this deal, who repays the vault and takes over the collateral, rather than by the open liquidation used in Core Pool markets. A margin call precedes liquidation, at which the borrower is required to post additional collateral within an agreed cure window.
